The US-Saudi Nuclear Deal: What It Means for the Kingdom's Energy Program

On July 22, 2026, the United States and Saudi Arabia signed a landmark civilian nuclear cooperation agreement — commonly referred to as a 123 Agreement — that gives American companies priority access to Saudi Arabia's nuclear energy program and creates a pathway for the Kingdom to enrich its own uranium on Saudi soil. The agreement was announced by the US Department of Energy and marks a significant shift in US nonproliferation policy. Congress has 90 days to review the deal before it takes effect. What the agreement covers The cooperation agreement commits Saudi Arabia to a civilian nuclear program using US technology, fuel, and engineering expertise. American firms will have preferred status for reactor supply contracts, fuel provision, and engineering services. In exchange, Saudi Arabia gains access to US nuclear technology and — critically — a framework for domestic uranium enrichment, a provision that has drawn concern from nonproliferation experts given the Kingdom's proximity to Iran's nuclear program. What this means for the Saudi program Saudi Arabia has been pursuing civilian nuclear power for over a decade. The stated goal is 16 reactors producing more than 17 GW of electricity — enough to supply approximately one-fifth of the Kingdom's power needs. At an estimated $7 billion per reactor, the program represents a $112 billion infrastructure commitment over 20 years. Until now, the absence of a formal 123 Agreement with the United States had slowed American firms from fully engaging. That barrier is gone. The next 24 to 36 months will see US EPC firms, reactor technology providers, engineering consultancies, and workforce organizations move aggressively to position themselves for contract opportunities. What this means for the workforce Nuclear programs of this scale do not fail in the reactor hall. They fail in the years before groundbreaking — when program leadership, licensing teams, safety culture architects, and owner's engineer functions are being assembled. The decisions made now about who leads this program will shape its outcome for decades. The Saudi nuclear workforce challenge is structural. The Kingdom has limited domestic nuclear talent at the depth a program of this scale requires. International recruitment — particularly from the US, UK, South Korea, France, and the UAE — will be the primary talent strategy for the first generation of senior hires. For nuclear professionals with Gen-III+ experience, licensing credentials, or major program delivery backgrounds, the Saudi program is the most consequential opportunity of the next decade. What happens next Congress has 90 days to act. The political and industrial momentum behind this deal is substantial — American firms have lobbied for years for access to Saudi nuclear contracts, and the deal has broad support from the US nuclear industry. A reversal is possible but unlikely. Site selection, regulatory framework establishment, and initial program leadership hiring will accelerate in the near term. The first reactor contracts are likely to be awarded within the next three to five years.
