Licensing Manager — Regulator Interface

Saudi Arabia's nuclear regulatory framework is being established in parallel with the program it will govern. The Licensing Manager — Regulator Interface is the program's primary relationship manager with the Nuclear and Radiological Regulatory Commission (NRRC) — the professional who ensures that the regulatory relationship is functional, transparent, and productive throughout the licensing lifecycle.

Saudi Arabia's nuclear regulatory framework is being established in parallel with the program it will govern. The Licensing Manager — Regulator Interface is the program's primary relationship manager with the Nuclear and Radiological Regulatory Commission (NRRC) — the professional who ensures that the regulatory relationship is functional, transparent, and productive throughout the licensing lifecycle. This is a relationship and process management role as much as a technical one. You will own the formal interface between the program and the regulator, coordinating license submittal schedules, managing regulatory correspondence, and ensuring that regulatory commitments are tracked and closed out.

Responsibilities

• Act as the primary formal point of contact between the nuclear program and the NRRC • Own the preparation and submission schedule for all major licensing documents — site license application, construction license application, operating license application • Manage the regulatory correspondence log and ensure all regulatory questions, commitments, and conditions are formally tracked and responded to on schedule • Coordinate regulatory inspection and audit activities, including inspection readiness preparation • Maintain the regulatory commitment tracking system and report status to program leadership • Build and sustain a professional, trust-based relationship with NRRC staff at working and senior levels • Monitor regulatory developments and advise the program on implications of regulatory guidance changes

Requirements

• Minimum 10 years of nuclear licensing or regulatory affairs experience • Demonstrated experience as the primary interface between a nuclear program and its national regulator • Experience on a new-build nuclear program in a licensing role is strongly preferred; FANR, NRC, ONR, or equivalent regulator experience an advantage • Strong written and verbal communication skills; ability to present complex technical positions to regulatory audiences • Organized, process-driven, and comfortable managing multiple concurrent regulatory workstreams • Arabic language proficiency an advantage; not required • Hybrid working arrangement based in Riyadh
