A national nuclear program operating under the oversight of Saudi Arabia's Nuclear and Radiological Regulatory Commission (NRRC) requires experienced licensing engineers who have navigated complex regulatory frameworks before. This is not a role for someone learning nuclear licensing on the job. You will support the preparation, submission, and defense of licensing documentation required to advance the Kingdom's civil nuclear program through site license, construction license, and operating license phases. You will work directly with the national regulator, with the owner's engineering team, and with EPC and technology partners to ensure that licensing submittals are complete, technically defensible, and delivered on program schedule.

Responsibilities

• Prepare and review licensing submittals including safety analysis reports, environmental impact assessments, and license application supporting documents • Serve as a technical interface between the program's engineering teams and the NRRC throughout the licensing process • Track regulatory commitments and ensure engineering outputs meet licensing basis requirements • Review design documents for licensing implications and identify gaps requiring resolution • Support regulatory inspection readiness and audit activities • Maintain the licensing basis document set and manage revisions through controlled processes • Provide licensing guidance to EPC contractors and design organizations

Requirements

• Minimum 10 years of nuclear licensing experience in an owner, regulator, or applicant role • Demonstrated experience preparing or reviewing nuclear safety analysis reports or equivalent licensing documents • Familiarity with IAEA safety standards; experience with NRC, FANR, ONR, or equivalent national regulatory frameworks preferred • Deep understanding of design basis, licensing basis, and the relationship between them • Experience on a new-build nuclear program is strongly preferred • Degree in nuclear engineering, mechanical engineering, or a related technical discipline • Willingness to relocate to Riyadh; Gulf region experience an advantage
